For a number of years, prototype PCB shops in North America have been using board panelization to reduce material and tooling costs. With panelization, Prototype PCB orders with identical specs are grouped together in a panel. The more boards in the panel, the less the amount of material wasted. The more orders per panel, the larger the spread of the tooling cost. To quickly fill panels with PCB orders, most shops require the circuit boards to have "standards specs" like FR4 Tg 135 material, 1 oz copper, green solder mask and white silkscreen (top, bottom or both sides). The two most popular finishes are tin/lead and lead free HaSL.
